Could Radiohead be dicks and say Prince had no right to play their song if he does any sort of commercial release?

I would say yes, but it sounds like all he did was perform one of their songs and it was recorded by attendees and put on YouTube.

I am pretty sure that after 7 years anyone can cover the song without permission of the artist. The artist does get royalties. But you can not pick and choose who covers your work.

I would think it wouldn't even have a time frame. I've never heard of an instance where a band got mad at another band for covering a song.
I think the interesting thing with this story is Prince and Radiohead are on opposite sides when it comes to protecting their work.

The time limit goes back to the 50's/40's when one act (usually a black act) would release a good song on a small label, then a bigger record company would "cover" the song with a bigger artist and better distribution within days/weeks of the release. This would totally block the original from the airwaves and kill its sales. So you can perform it at any time you just canââ¬â¢t record it.
These record guy have always been dirty fucks.
