The Mobo has an AGP in there right now but I have an open PCI slot so I was thinking of going with a PCI so I can eventually move it to my next build.

Unfortunately that won't work. PCIe (most current vid cards are PCIe) is different standard than PCI. Soon you won't be able to get a new mobo with PCI slots. If you want to stay with your current rig you'll need to get another AGP vid card. But as you mentioned, you won't be able to use it on your next build.

You'll need that standard if you want to play Blu Ray Discs.

No Capitan there is no power. The motherboard is dead as is the power supply. I haven't been able to reboot it in a month in fear of it not restarting. The computer has been hit twice by lightning and is about 5 years old. I am done with custom builds and just want a good reliable box.
