That's not that uncommon. The Cowboys, Skins, Bills play in different cities. For the Cowboys, most of the tax revenue is going to come from businesses in the city of Arlington. The Lions used to play in Pontiac. The 49ers new stadium will probably be in Santa Clara. New York is the only one that crosses state lines, though.
