Photo Editing Software?

Can anyone recommend a decent program that'll have tools for photo restoration. I just found three Polaroids I took of my dog when she was a puppy but they are in rough shape, they're really fuzzy. I've tried a few programs that came with my digital camera but they aren't really doing the trick.

I didn't even remember I had the pictures, I was going through her vet records and found them stuck to some old paperwork.

I have only seen pic of her older she was cute as hell as a puppy

Thanks, she was really small back then too...not that she got real huge. In the picture where she's laying down, she's wearing one of my old socks. I have a fourth picture where I put a ruler next to her while she was sleeping to get an idea of her size.

I have some video from when I first got her, I tried watching it but it's too hard.
