If it's a cap issue, then I understand and the Packers should be saying something. I believe they have cap issues when they pay a big upfront bonus and prorate it over the length of the contract. Which, in that case, GB would be eating whether he played or was retired.
Then again, since NFL contracts aren't guaranteed like baseball, I don't think they would be cap or cash responsible for anything related to Favre.
