The sewers at the end of my street were full of water, the intersection had a foot and a half of water on it and the dude that lives on the corner had water up to his front door. I lucked out and only had a relatively small amount of water in the basement, thankfully it's unfinished. My brother had another sewer backup in his basement. This shit is insane.
tell your brother that anytime you are expecting heavy rains that will back up the sewers to jam a rag in the toilet and put a 2x4 in then wedge it against the floor framing above... it'll keep the shit out at the least. My old man has been fighting something similar in our basement for years... this works.
