I see two issues, one being the cop's age the second being his race.
he could have simply walked them all into the lobby, checked the patient registry, confirmed the story and released them.
there are bigger things in life then blowing red lights. a 26 year old cop with minimal life experience may not have that perspective.
at the same time he pulled over an unknown vehicle and people started fleeing.. so I understand a little, but this seems pretty cut and dry to me.
