David Jacobs, who pleaded guilty to federal steroid distribution charges last year, began cooperating with N.F.L. officials shortly after he was sentenced to probation in May. This is right in my area. Unfotunately, all my cop buddies are Dallas cops. Don't have any ins in Plano.
Of course, Pacman Jones did just get to town. Just saying.

The one thing that puts a consipracy slant on it is that the guy had a beef with the Plano cops saying one of them stole from him. Not that they did anything at all, but they had to come out and justify working the crime scene as not being a conflict of interest and turning it over to another group.
