i like the 'drug tests for dole' idea, and i see what you're getting at with the elderly road act, but it won't keep idiots off the road.
i basically live on the road, and i do notice them sitting right on or under the speed limit (gasp), but aside from that i don't notice them.
probably because they're not driving along with a mobile in one hand and an ipod in the other, lol
