Most of those infractions are obviously wrong and already enforced by most stadiums. The first on that list and the last just seem like excuses to revamp what kind of fan attends games.
Whereas it is obviously wrong to physically assault the visiting team's fans, and already against the rules, "verbal harrasment" a.k.a giving them shit, is all part of the fun of the game. There is nothing funnier than when a visiting team's fan walks up the stairs while the sections on either side of them repeatedly chant "asshole." Those fans (that aren't complete assholes and have a sense of humor) get a kick out of it as well.
The biggest problem is the first one... unruly behvior? what other kind of behavior should there be at an NFL football game? Should I pull out my copy of National Geographic and read aloud to my fellow fans on third downs? How about I hum an overture from La Boheme after a touchdown?
