Depending on what they do.
The 'I wanna save the world' frontline types who work in shelters or clinics - not so much, because they work with people. The ones with advanced education who are schooled in policy and government structure - much more because they work either with law makers or the in between the lawmakers and people. It also depends on who you work for and level of education. If you work for a division of the gov and have way more education than is practical - you have a shot at making good coin.

My brother is in a situation where his certifications leave him "over qualified" for the available positions in his field while the jobs he's actually qualified for are non-existent.
He was promised the typical bag of goods that the American education system is so proficient in pushing and now he's fucked. He's one of the smartest men I know (other than me, of course) but he is seen as having "no viable skillset" by anyone outside his field of study. It is a truly painful experience to be worrued about someone you love not being able to tread water. I hate it. Prayers for your nephew, bro.

Same happened to me.
8-9 years ago I had to go on a job search and nothing. All I kept hearing was 'Oh, we already have a chef to run the kitchen.' So I chopped my resume down, threw in a couple of spelling mistakes and had a job in a week. I don't think HR or management like it when you're more qualified then them. In the end I said fuck it and went back to work for the military. The bonus with them is that the people in charge are so full of themselves they never pay attention to anything that doesn't benefit them directly, so over qualified went right past them.
