Stuart Black has stated that there is no chance that there will be a Black 2 anytime soon.
“To me it’s kind of like a band,” the developer explained in OPM. “When we made Black there were certain people, key members of the team, who formed the core band. There are a lot of those people that are working with us now, but there are others who aren’t.”
“Even if we wanted to, we couldn’t make Black 2 in exactly that way, because those people aren’t there.”
