The time limit goes back to the 50's/40's when one act (usually a black act) would release a good song on a small label, then a bigger record company would "cover" the song with a bigger artist and better distribution within days/weeks of the release. This would totally block the original from the airwaves and kill its sales. So you can perform it at any time you just can’t record it.

These record guy have always been dirty fucks.
